Employer of Record (EOR) in Cyprus: GHS/GeSY, PAYE & Employment Compliance

Hire in Cyprus Without Opening a Local Company

Cyprus Hiring Desk

Hire in Cyprus Before Opening a Local Company

A Cyprus Employer of Record is most useful when you need to employ a Cyprus-based worker locally but do not yet have your own Cyprus company. NNRoad handles the local employment administration layer, while your team manages the employee’s day-to-day work, goals and performance.

For Cyprus, the first payroll run should not be treated as a simple salary transfer. Before the start date, the hiring case needs to account for employer registration, ERGANI notification, employment terms, Social Insurance, GHS/GeSY, employer funds, PAYE coordination, payslips and future changes such as leave, salary adjustments or termination.

This page focuses on employee-style hiring in Cyprus. If you already have a Cyprus company and only need payroll support, use Cyprus payroll outsourcing. If the worker is a contractor or project specialist, review the on-demand route. If the candidate is a third-country national, work authorization should be checked before onboarding.

Last reviewed in July 2026 by NNRoad Global Employment Team. This guide focuses on Cyprus EOR for local employment setup, payroll administration, Social Insurance, GHS/GeSY, PAYE coordination and HR lifecycle support.

Before you confirm a Cyprus start date

  • Is the candidate already based in Cyprus?
  • Is the candidate an EU/EEA/Swiss national, Cyprus national, or third-country national?
  • Will the role be employee-style, contractor-style or project-based?
  • What gross salary, benefits, bonus or allowance items are planned?
  • Does the employee need local payroll, Social Insurance and GHS/GeSY setup?

Statutory Snapshot

Cyprus EOR Payroll and Statutory Contribution Snapshot

Cyprus EOR cost should be reviewed as total employment cost, not only as gross salary plus a service fee. Social Insurance, GHS/GeSY and employer funds can materially change the monthly cost view.

Payroll itemOfficial or practical pointHow it affects EOR

Social Insurance

Business in Cyprus states that contributions are divided between employer, employee and state at 8.8%, 8.8% and 5.2%, respectively. See Social Insurance Registration and Contributions.

Payroll should separate employer cost, employee deduction and net salary clearly before the offer is confirmed.

2026 insurable earnings cap

KPMG Cyprus notes that 2026 maximum insurable earnings are €5,742 per month and €68,904 per annum for capped funds, while Social Cohesion Fund is not capped. See KPMG Cyprus 2026 update.

High salary cases need cap review. Social Cohesion should not be assumed to stop at the same cap as Social Insurance.

Employer funds

Business in Cyprus states that employers must contribute 1.2% to the Redundancy Fund, 0.5% to the Human Resources Development Fund and 2% to the Social Cohesion Fund for employees. See Business in Cyprus employer contribution guidance.

Employer cost estimates should include these funds, not just Social Insurance and GHS/GeSY.

GHS / GeSY

The GHS official financing page lists full implementation contribution rates of 2.65% for employees and 2.90% for employers, with total maximum annual contribution income of €180,000 per natural person. See GHS Financing and Global Budget.

GHS/GeSY should be handled separately from Social Insurance caps and shown clearly in payroll cost estimates.

ERGANI pre-start notification

Business in Cyprus states that employers must notify Social Insurance Services of each employee recruitment no later than one day before recruitment, through the ERGANI system. See ERGANI recruitment notification guidance.

The employment file should be ready before the start date. Onboarding should not be treated as something to complete after the employee starts work.

PAYE coordination

Cyprus employment income is handled under a Pay-As-You-Earn process, and employer withholding returns are submitted electronically through the Tax For All environment. See PAYE returns user guide.

Payroll needs tax profile, salary data, benefits and monthly withholding review before net salary is confirmed.

Practical note: Cyprus employer cost is not only EOR fee plus gross salary. For a useful quote, review salary, Social Insurance, GHS/GeSY, Redundancy Fund, HRD Fund, Social Cohesion Fund, PAYE treatment, benefits and expected start date together.

Common Hiring Scenarios

Common Cyprus EOR Questions From Global Employers

“We found a remote employee already living in Cyprus. Can we employ them without opening a company?”

This is often a strong EOR discussion. The case should review local employment terms, Social Insurance, GHS/GeSY, PAYE coordination, work location and onboarding date.

“Our candidate is an EU national relocating to Cyprus. Is this the same as a local hire?”

The payroll and employment setup may be similar once the person is locally employed, but residence registration, local address, tax profile and employment documentation should still be checked.

“The candidate is a third-country national. Can EOR start immediately?”

Not automatically. Work authorization, residence status, employer structure and onboarding timing should be reviewed before the employee starts work.

“We already have a Cyprus company, but payroll and GHS reporting are hard to manage.”

This may be a payroll outsourcing case rather than EOR. Your entity remains the employer, while NNRoad can help with payroll, contributions, PAYE data and reports.

“We want to test Cyprus before setting up an entity.”

EOR can be a practical bridge for one employee or a small pilot team, especially when the company wants to validate the market before taking on local entity maintenance.

“The role may transfer to our own Cyprus entity later.”

The EOR setup should include clean records, payroll history and transfer planning so the future employer change is easier to manage.

Route Check

Cyprus EOR vs Payroll vs Contractor vs Work Authorization Review

Use Cyprus EOR
You need to employ a Cyprus-based worker, but your company does not yet have a Cyprus employer entity.
Use payroll outsourcing
You already have a Cyprus company and need payroll, Social Insurance, GHS/GeSY, PAYE coordination and reports.
Use contractor review
The person is project-based, self-employed or vendor-like, and the engagement should be reviewed as a service relationship rather than employment.
Use work authorization review
The candidate is a third-country national or does not yet have a clear right to work in Cyprus.
Use entity planning
You expect larger headcount, local contracts, local invoicing or long-term Cyprus operations that may justify a local company.

Important distinction: EOR is for employment. It should not be used to disguise contractor work, and it should not replace work authorization checks for candidates who need immigration or residence review.

FAQs

Cyprus Employer of Record FAQs

Can a foreign company hire employees in Cyprus without setting up a local company?

Yes, in suitable cases. Cyprus EOR allows a foreign company to engage a Cyprus-based employee through a local employment administration setup while the client company manages daily work and performance.

What does NNRoad handle under Cyprus EOR?

NNRoad supports employment setup, payroll administration, Social Insurance, GHS/GeSY, employer contribution support, PAYE coordination, HR records, payslips, employee changes and offboarding support.

Does Cyprus EOR include Social Insurance and GHS/GeSY?

Yes. Social Insurance and GHS/GeSY are key payroll items under Cyprus employment. Employer and employee contributions should be calculated and reported separately so total employer cost and employee net pay are clear.

What is ERGANI in Cyprus onboarding?

ERGANI is the electronic system used for employee recruitment notifications. Employers must notify Social Insurance Services of new employee recruitment no later than one day before recruitment.

Is Cyprus EOR the same as payroll outsourcing?

No. Payroll outsourcing is for companies that already have a Cyprus employer entity. EOR is for suitable cases where the company does not yet have its own Cyprus employer structure but needs to employ someone locally.

Can EOR be used for third-country nationals in Cyprus?

Third-country national cases should be reviewed separately because work authorization, residence status and employer structure may affect onboarding. Do not assume EOR can start before right-to-work status is clear.

How much does Cyprus EOR cost?

Cyprus EOR cost depends on gross salary, employer Social Insurance, GHS/GeSY, employer funds, benefits, payroll complexity, service scope and whether additional work authorization or HR support is needed.

What information should we prepare before asking NNRoad?

Prepare the candidate’s nationality, Cyprus location, job title, salary range, start date, contract duration, benefits, work authorization status if relevant, and whether your company already has or plans to set up a Cyprus entity.
