MPF Administration in Hong Kong: A Guide for Employers

For employers hiring in Hong Kong, the relevant statutory retirement framework is generally the Mandatory Provident Fund (MPF) system. Describing local MPF administration as a “Hong Kong 401(k)” service can confuse two different legal systems. This guide explains the responsibilities to clarify when arranging MPF support.

Start with enrolment obligations

Except for exempt persons, employers must enrol eligible full-time and part-time employees aged 18 to 64 who are employed for a continuous period of at least 60 days in an MPF scheme within the first 60 days of employment. Separate rules apply to casual employees in the construction and catering industries.

Confirm coverage and any exemption for each employee before setting the payroll process. Keep the supporting employment and eligibility records.

Distinguish payroll administration from scheme services

An employer may use an EOR or payroll provider to coordinate employment and administrative tasks. The engagement should identify the legal employer, the MPF scheme and the responsibilities of each party. A payroll administrator’s role should not be presented as investment management or a guarantee of fund returns.

When comparing administrative providers, review the proposed scope, fees, handling of employee data, communication procedures and process for resolving missed or incorrect contributions. Verify any claimed regulatory registration relevant to the particular service.

Document the contribution calendar

For regular monthly-paid employees, contributions are normally due by the 10th day of the following month, subject to the applicable calendar rules. New employees have specific first-contribution arrangements. Confirm those dates separately from the date on which the employer’s contribution obligation begins.

The operating procedure should cover payroll changes, relevant-income calculations, contribution records and cessation notifications. Identify who checks completion and how errors are escalated.

How NNRoad supports employers

NNRoad supports applicable MPF administration as part of an agreed Hong Kong employment or payroll service. The proposal should specify the responsibilities for enrolment coordination, contributions and records. Individual investment recommendations, asset management and U.S. retirement-plan services are separate matters and should not be inferred from this administrative scope.
