Key employment laws in Egypt: what employers need to know

Employment in Egypt is governed by Labour Law No. 14 of 2025, which replaced Law No. 12 of 2003 on 1 September 2025, and by Social Insurance and Pensions Law No. 148 of 2019. Foreign employers are most often surprised by the Arabic-language contract requirement, the 10% cap on foreign staff, and the rule that only a labour court can order dismissal as a disciplinary penalty. This page summarises the core employer rules for 2026, with sources for each fact.

FAQs: hiring employees in Egypt

Can a foreign company hire employees in Egypt without a local entity?

Not directly. To register employees with social insurance, withhold salary tax and sponsor work permits, an employer needs an Egyptian legal presence, such as a company or branch. Without one, foreign companies usually hire through an Employer of Record, which employs staff under Labour Law 14 of 2025 and runs payroll, while the client directs the day-to-day work.

How much does an employee cost in Egypt on top of gross salary?

The main on-cost is employer social insurance of 18.75% of the insurable wage. In 2026 the insurable wage runs from EGP 2,700 to EGP 16,700 a month, so the employer share is capped at about EGP 3,131 a month. Where Universal Health Insurance applies, the employer adds 4% of the insurable wage. Also budget the mandatory annual raise of at least 3% and paid leave.

What is the minimum wage in Egypt in 2026?

The National Council for Wages set the private-sector minimum at EGP 7,000 a month from 1 March 2025. In April 2026 the government announced a rise to EGP 8,000 from July 2026, and a matching private-sector increase was expected. Check the Council’s latest decision before setting pay. The Council can grant exemptions to companies in financial difficulty.

How much notice and severance does an employer owe when dismissing an employee in Egypt?

Under Labour Law 14 of 2025, an indefinite contract is ended with 3 months’ written notice, whatever the length of service. Ending it without a legitimate reason costs at least 2 months’ wages per year of service, and ending a fixed-term contract early costs 1 month’s wages per year. Dismissal as a disciplinary penalty must be decided by a labour court.

Can a company hire a foreign national in Egypt, and what permit is needed?

Yes. The Egyptian employer must obtain a work permit from the Ministry of Labour under Resolution 279 of 2025, followed by work residence. Permits last up to 1 year and are renewable. Foreign staff may not exceed 10% of the Egyptian workforce, with some exemptions, and the worker needs at least 3 years’ certified experience. First-year fees start at EGP 6,000.

Is it risky to engage contractors instead of employees in Egypt?

Yes, when the contractor works under your supervision for a regular fee. Egyptian law then treats the relationship as employment, so the person can claim leave, notice and compensation, and the social insurance authority can demand back contributions. Use contractors only for independent, project-based work with deliverables and invoices.
