Portugal Raises National Minimum Wage to €870 per Month

Effective January 1, 2025, Portugal increased its statutory monthly minimum wage from €820 to €870, reflecting a 6% rise aimed at strengthening incomes for lower-wage workers.

🗓️ Effective: January 1, 2025

Why this matters for employers

This 6% increase is intended to keep pace with inflation and improve purchasing power, especially among low-wage earners. However, it also places immediate obligations on businesses to adjust payroll systems, recalculate wage-linked benefits, and ensure tax and social security contributions align with the new thresholds.

Beyond technical compliance, the rise is expected to ripple through broader wage structures. Many sectoral collective bargaining agreements use the national minimum as a floor, prompting unions to negotiate proportional raises for other pay grades. For industries such as hospitality, retail, and agriculture—which employ a large share of minimum-wage workers—this means planning for increased labor costs over the coming quarters.

Looking ahead

The government has signaled its commitment to continued gradual increases, aligning Portugal’s wages more closely with European averages. Employers should therefore incorporate scenarios for annual rises into multi-year budgeting and workforce strategy discussions.
